NEW YORK (AP) ? No one under 21 would be able to buy cigarettes in the city under a proposal unveiled Monday to make it the most populous place in America to set the minimum age that high.

Extending a decade of moves to crack down on smoking in the nation's largest city, the measure aims to stop young people from developing a habit that remains the leading preventable cause of death, City Council Speaker Christine Quinn said as she announced the plan. Eighty percent of the city's smokers started lighting up before they were 21, officials say.

"The point here is to really address where smoking begins," she said, flanked by colleagues and the city's health commissioner. With support in the council and Mayor Michael Bloomberg's backing, the proposal has the political ingredients to pass.

But it may face questions about its effectiveness and fairness. A retailers' representative suggested the measure would simply drive younger smokers to neighboring communities or corner-store cigarette sellers instead of city stores, while a smokers' rights advocate called it "government paternalism at its worst."

Under federal law, no one under 18 can buy tobacco anywhere in the country. Four states and some localities have raised the age to 19, and at least two communities have agreed to raise it to 21.

A similar proposal has been floated in the Texas Legislature, but it's on hold after a budget board estimated it would cost the state more than $42 million in cigarette tax revenue over two years.

To public health and anti-smoking advocates, the cost to government is far outstripped by smoking's toll on human lives.

They say a higher minimum age for buying tobacco discourages, or at least delays, young people from starting smoking and thereby limits their health risks.

"Curtailing smoking among these age groups is critical to winning the fight against tobacco and reducing the deaths, disease and health care costs it causes," said Susan M. Liss, executive director of the Campaign for Tobacco-Free Kids.

Smoking has become less prevalent overall in New York City over the last decade but has plateaued at 8.5 percent among the city's public high school students since 2007. An estimated 20,000 of them smoke today.

It's already illegal for many of them to buy cigarettes, but raising the minimum age would also bar slightly older friends from buying smokes for them.

City officials cited statistical modeling, published in the journal Health Policy, that estimated that raising the tobacco purchase age to 21 nationally could cut the smoking rate by two-thirds among 14-to-17-year-olds and by half among 18-to-20-year-olds over 50 years. Texas budget officials projected a one-third reduction in tobacco product use by 18-to-20-year-olds.

A higher minimum tobacco purchase age could cut into sales that make up 40 percent of gross revenues for the average convenience store, said Jeff Lenard, a spokesman for the National Association of Convenience Stores. But he suggested younger smokers might just go outside the city ? the minimum age is 19 in nearby Long Island and New Jersey, for instance ? or to black-market merchants.

To smoker Audrey Silk, people considered old enough to vote and serve in the military should be allowed to decide whether to use cigarettes.

"Intolerance for anyone smoking is the anti-smokers' excuse to reduce adults to the status of children," said Silk, who founded a group that has sued the city over previous tobacco restrictions.

Advocates for the measure say the parallel isn't voting but drinking. They cite laws against selling alcohol to anyone under 21.

The nation's largest cigarette maker, Altria Group Inc., had no immediate comment, spokesman David Sutton said. He has previously noted that the Richmond, Va.-based company, which produces the top-selling Marlboro brand, supported federal legislation that in 2009 gave the Food and Drug Administration the power to regulate tobacco products, which includes various retail restrictions.

Representatives for R.J. Reynolds Tobacco Co. didn't immediately respond to phone and email inquiries. Based in Winston-Salem, N.C., it makes Camel and other brands.

The age limit is already 21 in Needham, Mass., and is headed toward 21 in another Boston suburb, Canton. The Canton Board of Health agreed to the change this month, but it's not yet implemented, said Public Health Director John L. Ciccotelli.

Plans call for an annual study of whether smoking declines among Canton high-school students ? and eliminating the measure in five years if it doesn't, he said.

In Needham, the high school smoking rate has dropped from about 13 percent to 5.5 percent since the 21-year-old threshold took effect in 2006, Public Health Director Janice Berns said. It's not clear how much of the decline is due to the age limit.

Since Bloomberg took office in 2002, New York City helped impose the highest cigarette taxes in the country, barred smoking at parks and on beaches and conducted sometimes graphic advertising campaigns about the hazards of smoking.

Last month, Bloomberg proposed to keep cigarettes out of sight in stores and to stop shops from taking cigarette coupons.

A council hearing on those and the age limit proposal is set for May 2.

Several New York City smoking regulations have survived court challenges. But a federal appeals court said last year that the city couldn't force tobacco retailers to display gruesome images of diseased lungs and decaying teeth.

Quinn, a leading Democratic candidate to succeed Bloomberg next year, has often been perceived as an ally of his.

Bloomberg also has pushed a number of other pioneering public-health measures, such as compelling chain restaurants to post calorie counts on their menus, banning artificial trans fats in restaurants and attempting to limit the size of sugary drinks. A court struck down the big-beverage rule last month, but the city is appealing.

While Bloomberg has led many anti-smoking initiatives, this one arose from the council ? particularly Councilman James Gennaro, who lost his mother to lung cancer after she smoked for decades.

The United States Postal Service today reversed its decision to end standard mail delivery on Saturdays later this summer, citing lack of cooperation from Congress.

The money-losing USPS is blaming Congress for the U-turn because it did not remove from a recent spending bill restrictive legislative language that mandates six-day delivery.

"Although disappointed with this Congressional action, the Board will follow the law and has directed the Postal Service to delay implementation of its new delivery schedule until legislation is passed that provides the Postal Service with the authority to implement a financially appropriate and responsible delivery schedule," the USPS blog stated.

Nevertheless, the USPS Board said today that it continues to support the transition to a new national delivery schedule.

While House Oversight and Government Reform Chairman Darrell Issa assured the Postal Service that it would retain its authority to modify its delivery schedule despite the budget language that derailed the effort. In a statement, Issa, one of Congress' leading forces for postal reform, called the Postal Service's decision a "setback" and blamed "special interest lobbying and intense political pressure" for the change.

"I am disappointed that the Postal Service has backed away from plans to implement a modified Saturday delivery schedule that polling indicates the American people understand and support," Issa, R-Calif., said. "This reversal significantly undercuts the credibility of Postal officials who have told Congress that they were prepared to defy political pressure and make difficult but necessary cuts."

The continuing resolution funds the federal government through the end of the fiscal year, Sept. 30. The USPS says it will wait for Congress to either strip the provision from the next spending bill or enact comprehensive postal reform before moving ahead with its modified delivery plans, which would have taken effect August 5.

The Postal Service announced plans to scale back Saturday delivery in February amid a wave of public outcry. The USPS is financially independent of the U.S. government, and runs an annual deficit. It suffered a $15.9 billion loss last year.

Since 2006, the Postal Service has reduced staffing by 28 percent and consolidated 200 U.S. mail centers.

Last May, USPS announced it would cut back hours of operation in certain rural arenas to avoid closing some post offices entirely. Hours at 13,000 post offices across the United States were slashed from full-time to part-time, ranging from two to six hours per day.

The switch saved the Postal Service around $500 million per year, but resulted in 9,000 employees losing work benefits.

The bleak financial outlook of the Postal Service has been a reoccurring theme and many ideas have been vetted in recent years to stop the financial bleeding.

In February, the Postal Service announced plans to debut a "Rain Heat & Snow" line of apparel in an attempt to gain much-needed revenue.

In November 2011, a gaggle of Senators proposed an overhaul of the Postal Service aimed at saving the agency. Among other proposals, the legislation suggested paring down to a 5 day delivery schedule over the course of two years.

Apr. 10, 2013 ? A new article confirms that good physical health is related to a better functioning of both the central nervous system (CNS) and the autonomic nervous system (ANS).

This research has been carried out by scientists from the University of Granada.

New scientific evidence seems to confirm the famous Roman saying "Mens sana in corpore sano." Researchers from the University of Granada have demonstrated that people who normally practice sport have a better cognitive performance than those with bad physical health. More specifically, the results of this research indicate that the former have a better sustained attention span (they react more rapidly to an external stimulus introduced randomly while carrying out a monotonous task). Their autonomic nervous system also appears to work better when dealing with cognitive loads over a longer time period.

In an article published in the latest edition of the journal PLoS One scientists compared the cognitive performance in specific tasks such as sustained attention, time-oriented attention (generating expectations of when an event will occur) and time perception.

The study involved working with a test group made up of 28 young males. Of these, 14 were University of Granada students, aged from 17 to 23 and who showed a low level of physical aptitude (according to regulatory values established by the American College of Sports Medicine). The other 14 subjects were aged from 18 to 29 and had a high level of physical aptitude: 11 belonged to the Andalusian Cycling Federation for Under-23s and the other 3 were students of the Faculty of Physical Activity and Sports Activities of the University of Granada. According to previous investigations, an improvement in vagal tone (more efficient functioning of the autonomic nervous system; greater variability in heart rate) is among the many benefits and also seems to be related to structural and functional adaptations of the central nervous system (for example, sporting activity prevents neuro-degeneration and promotes the growth of nerves and blood capillaries in zones such as the hippocampus, cortex, cerebellum and basal ganglia.

More rapid reaction times

The article? has revealed that the group with good physical condition demonstrated a better cognitive performance with regards to sustained attention when compared with the group with a more sedentary lifestyle, and also demonstrated more rapid reaction times. No difference was seen with regards to the other two cognitive tasks. Without doubt, one of the most interesting results of this study is how the three cognitive tasks affected the working of the autonomic nervous system in different ways (measured through changes in heart rate variability). Temporary perception had the greatest effect on the variability of heart rate (greater reduction), while sustained perception was the task that had least effect on this autonomic indicator. Furthermore, the data showed a general decrease in the variability of heart rate as time passed following the activities, uniquely affecting the group of sedentary participants.

"It is important therefore to highlight that both the physiological and behavioural results obtained through our study suggest that the main benefit resulting from the good physical condition of the cyclists who participated in the study, appeared to be associated with the processes implicated by sustained attention," explains Antonio Luque Casado of the Department of Experimental Psychology of the University of Granada, the principal author of the study.

Nevertheless, the investigators warn that this is a preliminary study, "and future investigations are necessary in order to confirm these initial findings." With this objective, the University of Granada scientists are currently evaluating different population groups with a view to incorporating electrophysiological recording techniques and more powerful techniques of analysis such as ECG (electroencephalogram) in the future.

Three weeks ago, North America?s pre-eminent quiz bowl organization announced it had discovered scofflaws in its midst. In a blog post, National Academic Quiz Tournaments revealed that four players?MIT?s Joshua Alman, Harvard?s Andy Watkins, Michigan?s Scot Putzig, and a Delaware high schooler?had improperly accessed Web pages containing tournament questions. Though NAQT reported there was ?neither direct nor statistical evidence that [three of the players] took advantage of their prior access in game situations,? their behavior still went ?against competitors? expectations of fair play.? (NAQT believes there is statistical evidence that MIT?s Alman used ill-gotten information to improve his tournament performance. He denies the charge, saying in an email, ?When I competed in tournaments, I was hearing the questions for the very first time. I did not cheat.?) As a consequence of their actions, all of the players? schools were stripped of their tournament victories.

Multiple major news outlets pounced as soon as the quiz bowl scandal hit the Web. Predictably, all of the stories focused on Andy Watkins and Harvard, which was forced to vacate the national championships it won in 2009, 2010, and 2011?the quiz bowl equivalent of the 2004 USC football team losing its BCS title. ?For me, it?s just amusing at this point how the only time quiz bowl can ever get coverage is the typical ?Harvard sucks? or ?Harvard?s corrupt? kind of story,? says Ted Gioia, one of Watkins? Harvard quiz bowl teammates.

But Watkins wasn?t just the media?s main target?the quiz bowl community has focused its rage on him as well. After all, neither Putzig nor Alman did as much damage as Watkins, who helped his team win multiple now-tainted championships. (Putzig did not respond to requests to comment.) Quiz bowler Jarret Greene, a student at Ohio State, puts it simply: ?He accomplished the most from his cheating, and therefore his actions hurt quiz bowl the most.?

In the end, this scandal reveals less about Harvard than it does about a particular Harvard student and the culture of quiz bowl itself. As I wrote in an article for Slate last year, ?quiz bowl is less a trivia contest than an arms race.? NAQT designs its questions to favor only the most prepared, intellectually curious scholastic standouts. The players, meanwhile, scrutinize old tests, looking for giveaways that will help them buzz in first. Watkins used a tactic familiar to every quiz bowler?searching for shortcuts?and took it beyond the bounds of fair play. Now, he?s a pariah in the high-level quiz bowl community, a close-knit group that consists of just a few thousand people.

Watkins wasn?t just a quiz bowl player?he also wrote questions. This kind of crossover is common in the quiz bowl circuit, which relies on intricate, paragraph-long tossups that outsiders typically aren?t able to produce. As a quiz bowl writer, Watkins had access to insiders-only sections of the NAQT website, and he used that access to view the first 40 characters of questions asked at three Intercollegiate Championship Tournaments that his Harvard team won. In an email, NAQT President R. Robert Hentzel says the company?s investigation wasn?t able to determine exactly how many questions Watkins accessed but that ?he certainly had an opportunity to see snippets of the majority of them.? In the wake of the allegations, Watkins resigned from NAQT. He?s now banned from writing for or participating in any of the organization?s future events.

In a statement posted on NAQT?s website, Watkins proclaimed his innocence:

?I regret my breaches of question security. I am gratified that NAQT acknowledges that there is neither direct nor statistical evidence that I took advantage of my access; though I know everyone will make their own judgments, I did compete in good faith. My memories of my four ICTs in particular, and my time with the Harvard team in general, are my fondest memories of quiz bowl and some of the fondest of my time as an undergraduate. It is unfortunate, if understandable that, despite the aforementioned lack of direct or statistical evidence, NAQT finds it best to vacate Harvard's wins and championships. I hold my teammates from all three years to be champions today exactly as they were yesterday. I hope that they will consider themselves in the same light, even if my indiscretions mean that the record books cannot.

?My immaturity damaged my much-prized relationship with NAQT and cast undue doubt on three remarkable accomplishments by three Harvard teams. It will surprise no one that my mental health as an undergraduate was always on the wrong side of "unstable," but that does not excuse my actions, nor does it ameliorate the damage done. I apologize to my teammates, to NAQT, and to the community for how my actions sullied three amazing years of competition.?

Did Watkins take advantage of his access? In an interview, he insisted, as he did in that statement to NAQT, that he never cheated in tournaments. ?The act of loading that Web page was a tiny little transgressive thrill,? he told me. ?And if there was motive, I think that?s what it was.? Watkins, who?s now a graduate student at New York University, says that if he were more mature at the time, he might have told NAQT that he knowingly exploited a flaw in the security of its website. ?I think that if anything I had an unfortunate tendency to avoid difficult conversations and hope that the result wouldn?t be a worse one,? he says. ?And I think that?s something I have long since grown out of.?

Despite Watkins? protestations and NAQT?s pronouncement that there is ?neither direct nor statistical evidence? of cheating, the former Harvard player doesn?t have many defenders in the quiz bowl world. Andrew Hart, whose University of Minnesota team was retroactively awarded the 2009 and 2011 ICT titles on account of the Watkins affair, puts it bluntly: ?There?s no real gray area. It?s just cheating.?

SEOUL (Reuters) - North Korea warned foreigners in South Korea on Tuesday to quit the country because they were at risk in the event of conflict, the latest threat of war from Pyongyang.

Soaring tensions on the peninsula have been fuelled by North Korean anger over the imposition of U.N. sanctions after its last nuclear arms test in February, creating one of the worst crises since the end of the Korean War in 1953.

"We do not wish harm on foreigners in South Korea should there be a war," said the KCNA news agency, citing its Korea Asia-Pacific Peace Committee.

Last week Pyongyang advised embassies there to consider pulling out in case of war. Earlier on Tuesday, North Korean laborers failed to turn up for work at a factory complex operated with South Korea, effectively shutting down the last major symbol of cooperation between the hostile neighbors.

Few embassies in Seoul have advised their citizens to quit. The United States, which has also been threatened by Pyongyang, has said there were no imminent signs of threats to American citizens.

Pyongyang has shown no sign of preparing its 1.2 million-strong army for war, indicating the threats could be partly intended for domestic purposes to bolster Kim jong-un, 30, the third in his family to lead the reclusive country.

South Korea's president said she was disappointed at North Korea's decision to halt operations at the Kaesong industrial park, which generates $2 billion in trade for the impoverished state.

News of the Kaesong closure diverted attention from speculation that the North was about to launch some sort of provocative act this week -- perhaps a missile launch or new nuclear test. However, residents of Seoul carried on with daily activities with no trace of anxiety.

A spokesman for textile company Taekwang Industrial and at least two other firms said North Koreans workers did not show up for work and that production had stopped.

"North Korean workers didn't come to work today, and production has halted in our Kaesong facilities," said a spokeswoman for Shinwon, a women's clothing maker.

About 475 South Korean workers and factory managers remain in Kaesong, a few km (miles) inside the border with North Korea. The South Korean government said 77 would return on Tuesday.

An executive at another South Korean apparel firm running a factory in Kaesong said late on Monday his employees had told him they would stay.

"I don't know what to do, honestly. I can't simply tell my workers to leave or stay," said the executive, who requested anonymity.

ANXIOUS WORKERS

Many South Koreans have been reluctant to leave, worried about the impact on their companies and jobs. Some bedded down in budget hotels at the South Korean border town of Paju in the hope that the zone would soon re-open.

"I have been feeling anxious now and then. Now it's really preposterous facing this," said Shing Dong-chul, 55, a South Korean worker who transports wire made in Kaesong.

"North Korean workers didn't talk a lot, but they appeared to have complaints about Kaesong being closed. They worried whether they would be working or not."

North Korean workers at the park have appeared increasingly agitated in recent days, refusing to talk to their colleagues.

Addressing a cabinet meeting, South Korean President Park Geun-hye described the suspension of Kaesong as "very disappointing" and said investors would now shun the North.

"Investment is all about being able to anticipate results and trust and when you have the North breaking international regulations and promises like this and suspending Kaesong while the world is watching, no country in the world will invest in the North," Park said.

More than 100 representatives from businesses operating at Kaesong held an emergency meeting at which they pleaded for the South Korean government to intervene to re-open the facility.

"Re-opening the gates to Kaesong would be the greatest step towards normalizing operations," Yoo Chang-keun, a senior representative of firms in the complex, told reporters.

South Korean markets, which until recently had taken little notice of the turmoil, took a battering on Tuesday.

Stocks slipped to another four-month low, having lost nearly 4 percent since last Wednesday, when North Korea first began restricting access to Kaesong. The won currency moved little, but stood at its lowest since last July.

The North's official KCNA news agency said on Monday that the complex was being suspended as Seoul was trying to "turn the zone into a hotbed of war" against the North. It said no decision had yet been made on shutting it for good.

Few experts had expected Pyongyang to jeopardize Kaesong, which employs more than 50,000 North Koreans making household goods for 123 South Korean firms.

"They're using this as shock therapy because, regardless of what they say, if they close Kaesong the damage they will sustain will not be small," said Moon Seong-mook, a retired South Korean brigadier general who took part in previous military talks with the North.

LAST VESTIGE OF RAPPROCHEMENT

The zone is practically the last vestige of the "Sunshine Policy" of rapprochement between the two Koreas and a powerful symbol that the divided country could one day reunify.

South Korean companies are estimated to have invested around $500 million in the park since 2004.

World leaders have expressed alarm at the crisis and the prospect of a conflict involving a country claiming to be developing nuclear weapons.

China, the North's sole diplomatic and financial ally, has shown increasing impatience with Pyongyang. Russian President Vladimir Putin said hostilities could create a cataclysm worse than the 1986 Chernobyl nuclear disaster.

The North is also angry at weeks of joint U.S.-South Korean military exercises off the coast of the peninsula, with B-2 stealth bombers dispatched from their U.S. bases.

But the United States announced the postponement last weekend of a long-planned missile launch, a move officials said was aimed at easing tensions on the peninsula.

North Korean authorities told embassies in Pyongyang they could not guarantee their safety from Wednesday, after saying conflict was inevitable amid the joint U.S.-South Korean military exercises due to last until the end of the month. No diplomats appear to have left the North Korean capital.

U.S. Secretary of State John Kerry visits Seoul this week and the North holds celebrations, and possibly military demonstrations, next Monday to mark the birth date of its founder, Kim Il-Sung - the current leader's grandfather.

In Washington, U.S. Deputy Defense Secretary Ashton Carter urged China at a forum to use its influence with the North and said Moscow wanted similar action from Beijing.

"I think Russia, like others beholding this situation in North Korea, would like to see China exercise more of the influence that it evidently has with North Korea," Carter said.

But Chinese criticism of North Korea is unlikely to mean tough new action against Pyongyang because China would see any collapse of its troublesome neighbor as a disaster.

"I don't think we'll see dramatic shifts overnight and I don't think we'll see publicly announced shifts," said Paul Haenle, former China director on the U.S. National Secretary Council. "This is the kind of thing that will happen gradually and will happen behind the scenes."
